Justin Perry, P.E. MBA

Principal Consultant

Justin brings more than 23 years of construction leadership and oversight experience, providing independent representation for owners, investors, and lenders across complex capital projects.

A Colorado Springs native, he combines technical engineering expertise with operational leadership and financial discipline. Justin holds a Bachelor of Science in Civil Engineering from Colorado State University, an MBA, and is a licensed Professional Engineer in Colorado (PE #41526).

His experience spans public and private sectors:

• U.S. Navy Civil Engineer Corps Officer — Directed large-scale military infrastructure and facilities programs

• U.S. Army Corps of Engineers (Civilian) — Oversaw $500M+ in military & Federal construction

• Private Sector COO & Franchise Partner — Developed commercial properties as an owner while leading multi-unit operations

Justin has overseen projects including restaurants, hotels, grocery stores, airports, military facilities and major development infrastructure.

He holds multiple engineering and contracting credentials, has earned military commendations for leadership and project execution, and has completed advanced construction safety training including OSHA and USACE EM 385-1-1. His background includes more than a decade of federal construction quality and safety oversight experience and over a decade of private small business development.
